Those who faced competition spent the campaign funds on actual campaigning.
Those in "safe" districts - districts carefully drawn to ensure an incumbent won't have to worry about competition for his/her job at election time - could pursue lots of other things.
No real surprises. But if you see your donating to a candidate that is spending recklessly stop giving them money.
